Adds authority for business improvement zones to enter into agreements with property owners outside the zone area for services or activities in exchange for monetary contributions.

Establishes procedures for merging two or more business improvement zones within the same city or village with approval from each zone's board and the municipal governing body.

Modifies petition requirements and approval timelines, reducing certain notification and decision periods from 45-60 days to 28-49 days, and repeals provisions requiring specific authorization windows for zone establishment consideration.
