Eliminates the previous subsection (2) requiring department approval of certifications before granting a mobile home park license.

Establishes a 3-year licensing period for mobile home parks at $225.00 plus $3.00 per home site over 25 sites, and seasonal mobile home parks at $120.00 plus $1.50 per home site over 25 sites.

Allows continued operation of mobile home parks during license renewal if a timely, complete application and appropriate fee are submitted, unless renewal is denied.

Requires the Mobile Home Commission to promulgate rules establishing standards for identifying "distressed parks" and mandating owners post security bonds or financial arrangements for repairs, cleanup, and removal of abandoned homes.

Permits campgrounds previously licensed as seasonal trailer parks under prior law to be relicensed as seasonal mobile home parks if they meet applicable requirements.
