Amends definitions in Michigan's large carnivore regulation act to clarify that "circus" excludes presentations involving wrestling, photography opportunities, or close contact with large carnivores.

Exempts for-profit and nonprofit businesses from permitting requirements if they are class A or C licensees under federal regulations, approved by accredited zoological associations or sanctuaries, and registered annually with the department at no cost.

Prohibits direct patron contact with large carnivores except for bears under 36 weeks old and weighing 90 pounds or less, and restricts close contact that could place patrons in jeopardy.

Maintains existing exemptions for animal shelters (temporary possession up to 45 days), licensed wildlife facilities, law enforcement, veterinarians, and non-residents traveling through the state.

Exempts circuses entirely from the permit and licensing requirements of the act.
