Transfers up to $10,000,000 annually from the Michigan Natural Resources Trust Fund to the Michigan State Parks Endowment Fund until the trust fund reaches $500,000,000 in accumulated principal, with monthly transfers not exceeding 50% of annual revenues.

Requires the Michigan Natural Resources Trust Fund Board to give preference to projects with local government support and acquisitions for recreational trails intersecting downtown areas of cities and villages.

Mandates the board provide individual scoring of each parcel recommended for acquisition and consider acquisitions in counties with 50% or more privately owned land or those allowing motorized recreational use.

Prohibits the board from approving land acquisitions if the seller was harassed, intimidated, or coerced by the department, local government, or conservation organizations.

Requires the board to report to legislative committees if approved properties are not acquired or developed within 2 years, and to review significant project changes through the joint capital outlay subcommittee to ensure consistency with original appropriation purposes.
