Grants immunity from civil liability to licensed social services agencies and their directors, members, officers, employees, and agents for personal injury or property damage caused while providing court-appointed child social welfare programs.

Defines covered programs as child welfare residential or home-based services, foster care coordination including adoption activities, respite care, and behavioral health or early education services operating under contract with the Department of Human Services.

Immunity does not apply if conduct amounts to gross negligence, willful misconduct, or violation of laws punishable by imprisonment.

Establishes a presumption in civil actions that agency personnel were acting within their authority and that their conduct did not constitute gross negligence, willful misconduct, or criminal conduct.

Effective immediately upon Governor's approval on January 7, 2013.
