Expands access to confidential child care records from "both" to "all" entities, including legislative committees with jurisdiction over child protective services, the children's ombudsman, and the state court administrative office child welfare services division.

Allows the state court administrative office to access records for conducting internal reviews of court processes in cases where a child has died while under court jurisdiction.
