Appropriates $12,000,000 annually from the transportation economic development fund to the state trunk line fund for fiscal years ending September 30, 2011, 2012, and 2013 to match available federal-aid highway funds.

Reduces the percentage of fund revenues distributed to targeted industries economic development road projects by the amount appropriated to the state trunk line fund during the three specified fiscal years.

Maintains existing distributions of $5,000,000 annually for forest roads programs and $2,500,000 for road improvements in cities and villages with populations of 5,000 or greater in rural counties.

Preserves allocation formulas for congestion reduction projects in urban counties (25% of remaining balance) and development projects in rural counties (25% of remaining balance).
