Prohibits animals from running at large in Michigan and makes it illegal for animal owners to permit or enable their animals to run at large.

Makes it illegal for non-owners to willfully and knowingly enable an animal to run at large in the state.

Establishes a misdemeanor penalty of imprisonment for up to 90 days or a fine of up to $500, or both, for violations of the animal-at-large laws.

Increases the fine by an additional $500 for each swine killed if one or more swine that are the subject of the conviction are killed pursuant to section 4a.
