Requires county, city, township, or village clerks to electronically transmit absent voter ballots to eligible absent uniformed services voters and overseas voters who applied 45 days or more before an election.

Mandates the secretary of state to prescribe electronic ballot formats and transmission methods, and modify ballot instructions to address electronic transmission procedures and potential ballot secrecy concerns.

Requires city, village, and township clerks to submit written statements to county clerks 45 days before each election regarding compliance with absent voter ballot issuance requirements for uniformed services and overseas voters.
