Expands eligibility for neighborhood enterprise zone certificates by adding subsection (2)(p), allowing applications to be filed after building permits are issued for facilities in zones designated April 26, 1996, with permits issued between December 1, 2004 and December 30, 2004.

Allows subsequent owners occupying new facilities as principal residences to request neighborhood enterprise zone certificates for up to 12 or 15 years if the original owner did not apply, effective December 31 of the year preceding the application.

Specifies effective dates for certificates issued under various amendments, with some retroactive to January 1, 2001, and others effective the first day of the tax year following approval.

Requires homestead facility owners to commit to a minimum $500 investment over the first 3 years the certificate is in effect and to document the investment if requested by the local assessor.

Establishes specific date ranges and conditions under subsections (2)(a) through (o) for when applications can be filed after building permits for rehabilitation, new construction, and historic building projects in designated neighborhood enterprise zones.
