Amends Michigan's civilian conservation corps law to require the legislature annually appropriate at least 85% of endowment fund interest and earnings for corps operations.

Authorizes the Department of Natural Resources director to cease operating the state's civilian conservation corps program and instead contract with private entities to provide corps members for work training programs on state-owned lands.

Establishes a Michigan Civilian Conservation Corps Partnership Steering Committee comprising 14 members from conservation organizations, academic institutions, government agencies, and business groups appointed by the DNR director.

Empowers the committee to identify or incorporate a nonprofit entity to establish and operate a civilian conservation corps providing work training in natural resource management, trail development, habitat restoration, historic site preservation, and related conservation activities.

Specifies that corps work experience shall not include toxic waste removal or hazardous substance cleanup, and programs must be conducted on publicly accessible lands selected for resource and educational benefits.
