Amends the Michigan Civilian Conservation Corps Act to prohibit corps programs from displacing currently employed workers or using corpsmembers in labor disputes.

Creates a Michigan Civilian Conservation Corps endowment fund within the state treasury to receive money and assets from any source.

Grants the state treasurer authority to invest endowment fund assets under the same standards as the Public Employee Retirement System Investment Act (1965 PA 314).

Requires the department to expend only interest and earnings from the endowment fund for corps operations, with unexpended funds remaining in the endowment at fiscal year-end.

Mandates annual reporting to legislative appropriations committees and natural resources committees detailing endowment revenues, expenditures, investment performance, and appropriations from the previous year.
