Amends the definition of "solid waste" in the Natural Resources and Environmental Protection Act to exclude poultry or livestock manure, poultry or livestock paunch, and filter cake by-product from waste treatment facilities (containing at least 90% animal waste) when applied to farmland or forestland for agricultural purposes or used as animal feed.

Exempts these agricultural materials from requiring a plan, permit, or license when applied or used as described, provided the application is performed to prevent runoff and leaching losses and occurs at agronomic rates consistent with Michigan's Right to Farm Act.

Clarifies that source-separated materials approved by the department for land application and compost produced from those materials are not solid waste when applied for agricultural and silvicultural purposes without requiring a permit or plan.

Specifies that land application of substances excluded from the solid waste definition must follow proper agricultural management practices under Michigan law and be placed at appropriate distances from groundwater.
