Increases Certificate of Need Commission membership from 11 to 13 members, adding 2 public members, one of whom serves as chairperson.

Allows hospitals to relocate licensed beds to freestanding surgical outpatient facilities without certificate of need approval if the facility meets specific criteria including prior licensing before January 1, 2010, and location within 8 miles of the relocating hospital.

Modifies the covered capital expenditure threshold to $2,500,000 and excludes nonfixed medical equipment from threshold calculations.

Requires the commission to develop and approve certificate of need review standards within 6 months of new member appointments, particularly for hospital bed increases, bed relocations, and bed replacements.

Repeals section 22226 regarding regional certificate of need review agencies and establishes a joint legislative committee to oversee commission actions and review certificate of need program effectiveness.
