Require county, city, township, and village clerks to electronically transmit blank voter registration and absent voter ballot applications upon request from absent uniformed services voters and overseas voters.

Permit spouses and dependents of overseas voters who are U.S. citizens and accompanying the voter to apply for absent voter ballots even if not otherwise qualified electors in Michigan.

Require clerks to transmit absent voter ballots to absent uniformed services voters and overseas voters no later than 45 days before an election, with option for electronic transmission of ballots.

Direct the Secretary of State to prescribe electronic ballot formats and transmission methods for absent voter ballots and establish procedures for processing marked ballots returned electronically by military and overseas voters.
