Secretary of State shall not impose any qualification or process upon voting or registering to vote except as expressly provided in the Michigan Election Law.

Secretary of State must develop and implement by December 31, 2012 a system allowing applicants to submit voter registration applications and address change applications electronically on the Secretary of State's website.

Beginning January 1, 2013, individuals can submit voter registration or address change applications electronically using electronic signatures, with use of digitized signatures from driver's licenses or state ID cards, or as mail registration if applicant lacks such identification.

Applications submitted electronically or in person must be validated and receipts issued to applicants; applications must be transmitted to county/city/township clerks within 7 days (or 1 business day if submitted within 7 days before registration closes for federal elections).

Voter registration applications are considered timely if received at registration offices before registration closes, postmarked by the close of registration, received by mail within 7 days after close of registration with applicant's date on form, or submitted electronically before registration closes.
