Requires the department to issue directives mandating all state agencies provide information on public fund expenditures including recipient name and location, amount, transaction type, funding agency, budget source, and purpose of the expenditure.

Directs the department to develop and operate a searchable, publicly accessible website at no cost by January 1, 2013 containing the expenditure information reported by state agencies.

Exempts information that is confidential under state or federal law from disclosure requirements.

Defines "expenditure of public funds" to include all appropriated and nonappropriated funds spent by state agencies, encompassing contracts, subcontracts, and grants.
