Amends the Private Security Act to redefine "security alarm system" to exclude video signals not transmitted over public communication systems, fire alarm systems, temperature/humidity monitoring systems, and systems without central monitoring or audible alarms

Expands the definition of "security alarm system" to include any system that can electronically cause law enforcement response through audible signals, visible signals, electronic notifications, or video signals to a remote monitoring location

Defines "security alarm system agent" as individuals employed by security alarm system contractors who install, maintain, repair, sell, service, monitor, or respond to security alarm systems

Establishes that all businesses providing security alarm systems whose employees travel on public property in pursuit of duties are subject to the act, with exemptions for communications carriers, railroad police, and registered system providers under the Security Alarm Systems Act

Takes effect only if Senate Bill No. 1291 of the 96th Legislature is also enacted into law
