Establishes a licensing program for midwives in Michigan, requiring midwives to be licensed under the new Part 171 beginning upon the effective date of promulgated rules.

Creates the Michigan Board of Licensed Midwifery with 9 members: 5 licensed midwives, 3 public members (including 1 with experience receiving midwifery care outside hospitals), and 1 physician with experience consulting with midwives.

Sets licensing fees including $20 application fee, $75 annual license fee, $10 student and temporary license fees, and allows midwives to administer specific prescription medications under standing orders from licensed health care providers.

Prohibits midwives from prescribing medications, using vacuum extractors or forceps, performing surgical procedures other than episiotomies and perineal laceration repairs, and requires consultation or referral to appropriate health professionals for patients with significant deviations from normal.

Requires applicants to hold a Certified Professional Midwife credential from the North American Registry of Midwives or equivalent and pass a board-approved examination; allows reciprocal licensing for midwives licensed in other states with equivalent standards.
