Authorizes counties, cities, townships, and villages to adopt a uniform traffic code by reference without publishing the full text, as promulgated by the Michigan Department of State Police.

Requires the uniform traffic code to specify whether violations constitute misdemeanors or civil infractions, with civil sanctions not exceeding those in the Michigan Vehicle Code.

Allows counties, cities, townships, and villages to contract with parking lot owners to enforce traffic code provisions on private property, provided proper traffic control signs are posted.

Requires driving under the influence and impaired driving provisions in the uniform traffic code to be identical to Michigan Vehicle Code sections 625 to 625m.

Distributes civil fines from commercial vehicle violations: 70% to the issuing jurisdiction and 30% for library purposes; limits citations for commercial motor vehicle equipment violations and allows dismissal if defects are repaired within 14 days.
