Amends the Michigan Code of Criminal Procedure to add 16 felonies to the sentencing guidelines framework under MCL 777.11b, including offenses related to state identification documents, personal information fraud, firearms, fireworks, and sex offender registration violations.

Adds crimes involving false information on state ID applications (MCL 28.293), counterfeiting or forging state ID cards (MCL 28.295), and misuse of personal information (MCL 28.295a) with escalating penalties based on offense history.

Includes public safety violations such as false statements on pistol permits and concealed firearm certificates (MCL 28.422a, 28.425b, 28.516), unlawful pistol training certificates (MCL 28.425j), and fireworks safety act violations (MCL 28.468).

Establishes sentencing guidelines for sex offender registration failures (MCL 28.729) ranging from 4 to 10 years depending on offense sequence, and violations of school safety zones (MCL 28.734, 28.735).

Ties the bill's effectiveness to Senate Bill 1331 of the 96th Legislature, which must be enacted for this amendment to take effect.
