Establishes the Michigan Brain Injury Law by adding Part 52A to the Public Health Code, creating definitions and governance structure for acquired brain injury (ABI) and traumatic brain injury (TBI) services.

Creates the Michigan Brain Injury Services and Prevention Council as an advisory body to the department director, composed of 15-21 voting members representing survivors, treatment providers, advocacy organizations, veterans groups, and other stakeholders, plus multiple ex officio voting members from state agencies.

Requires the council to develop a comprehensive statewide plan addressing ABI needs, establish operational bylaws, elect a chairperson every 2 years, and submit annual reports including statistics on ABI incidence and recommendations for service improvements.

Mandates the Department of Public Health designate staff to coordinate ABI-related policies and programs across state agencies, provide support to the council, and collaborate with brain injury associations and community organizations.

Authorizes the department to promulgate rules necessary to implement and administer the law's requirements.
