Amends Section 30103 of the Natural Resources and Environmental Protection Act (1994 PA 451) to list activities that do not require permits for work in waters and wetlands.

Adds leveling of sand, removal of vegetation, grooming of soil, and removal of debris in unconsolidated material areas between the ordinary high-water mark and water's edge as permit-exempt activities.

Adds mowing of vegetation between the ordinary high-water mark and water's edge as a permit-exempt activity.

Clarifies that annual installation of seasonal docks, pilings, mooring buoys, or other mooring structures previously authorized by permit does not require a new permit each season.

Defines "water withdrawal" as the removal of water from its source for any purpose and exempts such withdrawals from permit requirements.
