Amends the Management and Budget Act to prohibit state agency employees from making expenditures or incurring obligations that exceed the gross appropriation level for their agency's line items.

Makes the chief executive officer and chief financial officer of state agencies responsible for any action resulting in exceeding an appropriation and requires the chief executive officer to immediately report violations to the director and legislative appropriations committees.

Requires appropriated amounts to be divided into allotments by department and state agency within 15 days of enactment, with the state budget director reviewing the allotments.

Mandates the state budget director submit a report by June 1 each year to appropriations committees estimating which departments are spending at rates that would exceed appropriations and providing recommendations to prevent overspending.

Ties the bill's effectiveness to the enactment of Senate Bill No. 21 and Senate Bill No. 802 from the 96th Legislature.
