Adds wolf to Michigan's definition of "game" animals, enabling regulated hunting of wolves in the state.

Authorizes the Natural Resources Commission to establish annual wolf hunting seasons and sets wolf hunting license fees at $100 for residents and $500 for nonresidents, with optional application fees up to $4.

Establishes penalties for illegal wolf possession or taking as a misdemeanor with 5 to 90 days imprisonment and fines of $200 to $1,000, plus prosecution costs and 3-year hunting license revocation.

Creates a Wolf Management Advisory Council with at least 6 members representing conservation, hunting, tribal governments, agriculture, and animal advocacy to meet annually and submit nonbinding management recommendations to the commission and legislature.
