Requires school board expense reimbursements to be approved either by majority vote before the expense is incurred or through a policy establishing specific reimbursable categories with approval before payment is made.

Mandates that reimbursement policies and individual expenditures be made available as public records upon request.

Prohibits school districts from issuing or providing credit cards, debit cards, or similar payment instruments to school board members except in compliance with law.

Prohibits use of school district funds for purchasing alcoholic beverages, jewelry, gifts, golf fees, or illegal items, with an exception for plaques, medals, trophies, or awards not exceeding $100.00 per recipient (adjusted annually for inflation beginning January 1, 2005).

Establishes criminal penalties of up to 93 days imprisonment and fines ranging from $1,000 to $4,000 based on amount misused, plus restitution requirements, for knowingly violating the fund use restrictions.
