Amends the Nonprofit Corporation Act (1982 PA 162) to modify filing fees for nonprofit corporations under Section 1060.

Changes the fee for filing reports required under section 911 from a tiered structure ($10.00 before October 1, 2003 and after September 30, 2012; $20.00 between those dates) to a flat rate of $20.00.

Maintains all other filing fees at existing rates, including $10.00 for articles of incorporation, amendments, dissolution certificates, and most other standard filings.

Specifies that fees must be paid to the administrator at time of filing or service and are in addition to any franchise fees prescribed in the act.

Requires all fees collected to be deposited in the state treasury and used only for administrator duties as authorized by legislative appropriation.
