Establishes the "Local Unit of Government Essential Services Special Assessment Act" to authorize levy and collection of special assessments on industrial real property.

Defines "essential services" to include ambulance services, fire services, and police services.

Allows the legislative body of a county, township, or city to propose by resolution that a portion of essential services costs be defrayed through special assessments on industrial real property that is specially benefited by those services.

Applies only to industrial real property as classified under Section 34c of the General Property Tax Act, 1893 PA 206.
