SB-1369 Summary

• Assesses a $100 driver responsibility fee for accumulating 7 or more points on a driving record within 2 years, plus an additional $50 for each point above 7, collected annually as long as point total remains at 7 or more.

• Assesses $1,000 annual driver responsibility fees for 2 consecutive years for serious violations including manslaughter, negligent homicide, felonies from vehicle operation, certain DUI offenses, hit-and-run, and fleeing from police.

• Assesses $500 annual driver responsibility fees for 2 consecutive years for violations including certain reckless driving, drunk driving, driving without insurance, and specific Vehicle Code sections.

• Allows individuals assessed driver responsibility fees before October 1, 2012 to complete community service as an alternative to paying fees: 15 hours for lower-tier violations or 20 hours for hit-and-run violations, completed within 6 months.

• Suspends driving privileges if fees are not paid within 60 days (after two notice periods) unless installment plans are established or community service is completed; license can be reinstated up to 3 times under installment plans.
