Establishes three-year license terms for electrical contractors, fire alarm contractors, and sign specialty contractors at $300.00 per renewal period, with pro-rata fees for applications outside the standard renewal window.

Requires the department to issue or deny contractor licenses within 90 days of application filing, with refunds and 15% fee discounts for future renewals if deadlines are missed.
