Amends the Natural Resources and Environmental Protection Act to clarify authority over prohibited and restricted species listings between the Natural Resources Commission and the Commission of Agriculture and Rural Development.

Grants the Natural Resources Commission authority over non-insect and non-plant species, while the Commission of Agriculture and Rural Development gains authority over insect and plant species.

Requires both commissions to consult with the Michigan Invasive Plant Council before issuing orders to add or delete plant species from prohibited or restricted species lists.

Mandates 30-day advance notice to the legislature and relevant standing committees (agricultural, environmental, and natural resources) before either commission issues a species listing order, with the proposed order posted on the respective department's website.

Establishes criteria for designating species as prohibited (non-native, not naturalized or not widely distributed, with potential to harm health or resources and no effective control techniques) or restricted (non-native, naturalized and widely distributed, with potential to harm health or resources and available control techniques).
