Establishes the Family Independence Program to provide temporary assistance to families pursuing self-improvement activities and financial independence, with assistance explicitly defined as non-entitlement.

Requires the department to ensure minor parents live in adult-supervised households and assist families in overcoming barriers to financial independence while pursuing other available support sources.

Directs the department to set income and asset eligibility levels, payment standards, and reporting requirements to ensure efficient, fair, and cost-effective program administration.

Prohibits providing Family Independence Program assistance to any household with an adult who has received temporary assistance for needy families for more than 60 months (consecutive or non-consecutive) after October 1, 1996, except for those exempt from JET program participation.

Effective immediately upon approval on January 9, 2013.
