MI HB4021

Expands Michigan kidnapping law to include intent to engage in child sexually abusive activity with a minor as defined in MCL 750.145c.

Defines "restrain" as restricting a person's movements or confining them to interfere with liberty without consent or legal authority, with no required duration.

Maintains kidnapping as a felony punishable by life imprisonment, any term of years, or a fine up to $50,000, or both.

Permits concurrent charging and conviction for other crimes arising from the same kidnapping transaction.

Effective January 14, 2015.
