Requires state governmental units and officers to submit cross-boundary memoranda of agreement (MOAs) to the Office of the Great Seal within 10 days of execution, beginning September 1, 2014, with a copy to the Attorney General.

Mandates all state governmental units submit copies of existing cross-boundary MOAs entered before September 1, 2014 that remain legally binding to the Office of the Great Seal by September 1, 2016.

Directs the Office of the Great Seal to establish and maintain a publicly accessible central repository of cross-boundary MOAs and make it accessible via the internet within one year of receiving agreements under the Urban Cooperation Act of 1967.

Protects documents otherwise prohibited from disclosure by law, privileged materials, and records exempt under the Freedom of Information Act from mandatory public disclosure, and clarifies that agreements signed by the Governor or Lieutenant Governor are not protected from disclosure solely based on executive signature.

Defines "cross boundary memorandum of agreement" as any MOA, memorandum of understanding, compact, or similar agreement between Michigan state entities and the federal government or out-of-state governmental units; takes effect September 1, 2013.
