Amends the Open Meetings Act (1976 PA 267) to modify section 8 (MCL 15.268) regarding when public bodies may hold closed sessions.

Allows public bodies to hold closed sessions to consider the sale, purchase, or lease of real property up until a contract for sale or option to purchase/lease is obtained.

Permits closed sessions for personnel matters (dismissal, suspension, disciplining, or evaluation) only if the affected public officer or employee requests a closed hearing, and allows them to rescind this request at any time.

Authorizes closed sessions for student disciplinary matters in school districts, intermediate school districts, or higher education institutions if the student or parent/guardian requests a closed hearing.

Maintains existing exceptions for closed sessions including collective bargaining strategy sessions, litigation consultation with attorneys, employment application reviews, partisan legislative caucuses, and higher education president searches meeting specified requirements.
