Prohibits qualified health plans offered through Michigan health benefit exchanges from providing coverage for elective abortion as a standard benefit.

Allows individuals and employers to purchase optional supplemental coverage for elective abortion outside the exchange as a separate rider with additional premium payments.

Requires employers offering abortion coverage riders to notify employees in advance that elective abortion will be included and that dependents may use the coverage without employee notification.

Defines "elective abortion" to exclude contraceptive use and medical procedures necessary to avert a woman's death in the physician's reasonable medical judgment.

Applies to health care corporation certificates issued or renewed on or after the effective date and does not apply to Medicaid benefits under title XIX of the Social Security Act.
