Creates the "Michigan Crime Stoppers Act" to establish official crime stoppers organizations designated by county boards of commissioners to receive tips on criminal activity and work with law enforcement.

Requires crime stoppers organizations to meet standards including: board meetings at least quarterly, independent annual audits, no caller identification on tip lines, protection of informant anonymity, membership in Crime Stoppers USA, 501(c)(3) tax-exempt status, and maintenance of statistical data on tips and results.

Imposes criminal assessments on convicted defendants: $5 for misdemeanors/ordinance violations and $10 for felonies, collected by courts and forwarded monthly (minus 10% administrative fee) to the designated county crime stoppers organization.

Restricts use of assessment funds to: paying rewards for information on criminal activity, operating tip hotlines and communications systems, and other direct crime stoppers operations benefiting crime victims.

Protects confidentiality of specific reward payment information from disclosure under the Freedom of Information Act and requires crime stoppers organizations to maintain separate accounting for assessment funds.
