Adds dredging of Great Lakes harbors for recreational watercraft use as an allowable expenditure from the Michigan Natural Resources Trust Fund.

Reduces the local matching requirement for Great Lakes harbor dredging projects from 25% to 10% of total project costs, while maintaining 25% matching for other trust fund projects.

Repeals subsection (2) authorizing expenditure of 33-1/3% of annual trust fund deposits once the fund balance exceeds $500,000,000.

Defines "Great Lakes harbor" as a harbor within or adjacent to the Great Lakes or their connecting waterways.

Maintains existing provisions requiring at least 25% of annual trust fund expenditures be used for land acquisition and no more than 25% for public recreation facility development.
