Establishes a suspicion-based substance abuse screening and testing program for Family Independence Program applicants and recipients in 3 or more counties as a pilot program.

Requires screening at initial application and annual redetermination using an empirically validated substance abuse screening tool.

Mandates substance abuse testing if screening gives reasonable suspicion of controlled substance use; applicants and recipients who refuse testing become ineligible for assistance but may reapply after 6 months.

Requires reapplicants to test negative for controlled substance use to regain eligibility.

Provides that the department pays for substance abuse tests for applicants and recipients who test negative for controlled substances.
