Creates and maintains a computerized database of individuals who apply for concealed pistol licenses, containing name, date of birth, address, county of residence, license numbers, expiration dates, denial reasons, pending criminal charges, and civil infractions.

Deletes previous denial reasons from the database if an individual who was initially denied a license is subsequently issued a concealed pistol license after July 1, 2001.

Requires database access through the law enforcement information network or equivalent system that records the requestor's identity, time, and date, with requestors attesting that records were sought for lawful purposes.

Mandates annual reporting by the Department of State Police to the legislature and public website detailing concealed pistol application statistics, denial and revocation categories, pending applications, FBI fingerprint processing times, criminal charges and convictions of license holders, suicides by license holders, permit costs per county, and database access frequency by purpose.

Takes effect December 21, 2014, contingent upon enactment of Senate Bills 49, 834, and 881 and House Bills 5325 and 5328 of the 97th Legislature.
