Amends the Michigan Code of Criminal Procedure (1927 PA 175) to modify sentencing guidelines under MCL 777.16g for crimes against children and vulnerable adults.

Adds MCL 750.145e (failing to report death of minor or to report missing child) as a Class F felony with a maximum 4-year sentence to the list of enumerated felonies subject to sentencing guidelines.

Establishes that for violations of MCL 750.145d (using internet or computer to commit crimes), the offense category, offense variable level, and prior record variable level shall be determined based on the underlying offense committed.

Includes comprehensive sentencing guidelines for multiple child abuse offenses (first, second, and third degree), child sexual abuse material offenses, vulnerable adult abuse offenses, and ethnic intimidation in the sentencing guidelines table.

Bill effectiveness is conditioned on the enactment of either Senate Bill No. ____ or House Bill No. 4163 of the 97th Legislature (tie-bar provision).
