Amends Michigan's first degree murder statute to clarify that murder committed during the perpetration of vulnerable adult abuse in the first or second degree constitutes first degree murder punishable by life imprisonment.

Establishes that first degree murder includes killings that are willful, deliberate, and premeditated, or murders committed during the perpetration of specified felonies including arson, sexual assault, robbery, kidnapping, home invasion, and vulnerable adult abuse.

Defines "corrections officer" to include prison/jail guards, boot camp personnel, and parole/probation officers for purposes of the peace officer murder provision.

Defines "major controlled substance offense" as violations of specific sections of Michigan's public health code relating to controlled substances, including conspiracy to commit such violations.

Effective immediately upon Governor's approval on June 4, 2013.
