House Bill 4179 Summary

• Amends the Water Resource Improvement Tax Increment Finance Authority Act (2008 PA 94) to expand the definition of "water resource improvement district" to include Great Lake harbor shorelines, land up to 1 mile from harbors, tributaries up to 5 miles upstream, and land up to 1 mile from tributary banks.

• Adds dredging and removal of spoils in Great Lakes harbors and tributaries as eligible water resource improvements that the authority board may plan and implement.

• Expands the definition of "water resource improvement district" from "1 or both" to "1 or more" categories to allow multiple types of districts.

• Requires the board to prepare a water resource management plan in consultation with the Department of Environmental Quality, Department of Natural Resources, or other entities with expertise in water quality and invasive species management.

• Repeals Section 24 of 2008 PA 94 (MCL 125.1794).
