Permits public employees to organize, form, join, or assist labor organizations and engage in lawful concerted activities for collective bargaining or mutual aid and protection.

Allows public employees to refrain from any of the labor activities listed above without coercion.

Prohibits anyone from using force, intimidation, or unlawful threats to compel public employees to join, remain in, or financially support labor organizations, or to refrain from doing so.

Establishes a civil fine of up to $500 for violations, with recovered fines deposited into the state general fund.

Prohibits public employees and collective bargaining organizations from using publicly owned property, facilities, or services (including electronic mail systems) for political activities, fund-raising, organizing activities, or membership solicitation.
