Amends Michigan Penal Code sections 449a, 450, and 451 to change gender-neutral language and expand penalties for prostitution offenses.

Changes section 449a to apply to any person (rather than specifying male) engaging services of another person (rather than specifying female) for prostitution, lewdness, or assignation.

Creates enhanced penalties for engaging services of persons under 18 years of age, making it a felony punishable by up to 5 years imprisonment or $10,000 fine under new section 449a(2).

Establishes a tiered penalty structure: misdemeanor for first offense (up to 93 days or $500), misdemeanor with up to 1 year for one prior conviction, and felony with up to 2 years for two or more prior convictions.

Effective April 1, 2014; requires prosecuting attorneys to list prior convictions on complaint and information when seeking enhanced sentences.
