Prohibits privatization unless the appropriations committees approve and confirm at least 10% cost savings compared to continued state employee provision of services, including all monitoring, oversight, and contractor performance bond costs.

Mandates departments to conduct an analysis before renewing or rebidding privatization contracts to verify projected cost savings were achieved and service quality standards were met; requires resumption of state employee provision if analysis shows savings or quality targets were not achieved.

Requires privatization contracts to include provisions making contractor records available for inspection and copying by the department and subject to freedom of information act requests, with subcontractors bound by the same disclosure obligations and all records retained for at least 3 years after contract completion.

Requires private contractors expending state or federal tax dollars to make all records concerning state contracts available for full and comprehensive audit upon request of any senate or house appropriations committee member.
