Expands Michigan public safety communications system definition to include 700-megahertz and 800-megahertz radio systems and telecommunications networks operated by the Department of Technology, Management, and Budget.

Grants local units of government 30 days to approve special use permits for system sites; if denied or no alternate site meets requirements, the state may proceed with construction regardless of local zoning.

Authorizes public safety agencies and other persons to collocate equipment on the system with joint approval from directors of Technology, Management, and Budget and State Police, provided costs are comparable across similar entity types.

Restricts non-public-safety governmental entities from commercial or business collocations for 3 years; thereafter allows such use only in unserved broadband areas (defined as lacking 3 megabits per second downstream/768 kilobits upstream as of October 1, 2014).

Requires all collocation revenue to fund system construction, maintenance, and debt service on bonds; mandates state supervision of all tower access and post-installation inspections to ensure system integrity.
