Defines "electric carriage" as a horse-drawn carriage retrofitted with an electric motor used to provide taxi service and exempts it from the motor vehicle definition.

Prohibits reading, manually typing, or sending text messages on wireless 2-way communication devices while operating any motor vehicle on highways or streets, effective immediately.

Prohibits hand-held mobile telephone use for voice communication while operating commercial motor vehicles or school buses beginning October 28, 2013, with exceptions for emergency situations and disabled individuals.

Establishes civil infraction penalties of $100 for first violations and $200 for subsequent violations of texting and mobile telephone restrictions.

Allows local governments to adopt ordinances corresponding to the state texting and mobile telephone restrictions but supersedes conflicting local regulations.
