• Establishes the "Medical Marihuana Provisioning Center Regulation Act" to regulate commercial entities that sell medical marihuana to registered qualifying patients and primary caregivers in Michigan.

• Grants immunity from state criminal and civil penalties to provisioning centers and safety compliance facilities that comply with the act and obtain required municipal registration or licenses.

• Requires provisioning centers to undergo background checks on employees, maintain security systems, not operate within 1,000 feet of schools, and track customer purchases to prevent exceeding legal possession limits.

• Mandates that all marihuana products sold for ingestion or topical application be tested by licensed safety compliance facilities for contaminants (mold, mildew, fungi, pesticides) beginning April 1, 2015.

• Allows municipalities to prohibit provisioning centers and safety compliance facilities, establish additional local regulations, require testing results, and impose civil or criminal penalties for violations of local ordinances.
