Creates an illegal dumping reward fund within the state treasury, with 50% of all civil fines collected under section 8905a deposited into the fund.

Establishes a reward program paying informants 50% of civil fines collected when their information materially contributes to imposing a civil fine for littering violations.

If multiple people report the same violation on the same day, the reward is divided equally among all reporters; the first reporter to provide information receives the entire reward if no others report on that same day.

Excludes public officers and employees from receiving rewards for information related to their official responsibilities, and excludes employees who intentionally caused the violation they report.

Requires the Department of Environmental Quality to establish procedures for reviewing reward claims, determining eligibility and materiality of information, and periodically publicizing reward availability.
